學術活動與計劃-學術研討會

於9月23日與內政部合辦一年一度的在多變地緣政治格局中強化印太區域韌性：南海安全、合作與戰略前瞻國際研討會，自 2022 年開始 每年年底由內政部指導，本中心與本校政治學系及本校海洋中心協辦國 際研討會，已辦理的三場國際研討會皆圓滿完成，該三場國際研討會邀 請國內外學者包含台灣、美國、澳洲、印度、新加坡、日本、韓國、菲 律賓、馬來西亞及越南等國，並獲得很多迴響。今年延續往年的方式 舉辦國際研討會，並將邀請相關領域學者針對南海議題進行討論與交流。 本次keynote演講邀請美國海軍戰爭學院中國海事研究所Andrew Erickson教授，演講主題為China’s Gray Zone Strategy of Layered Coercion in the South China Sea: Challenges and Countermeasures. 並邀請來自美國、菲律賓、日本、越南、新加玻、澳洲的學者與會，就法律戰、海洋自理、防衛韌性三個議題發表並進行討論。並於會後隔天9/24舉行閉門會議，就近年解放軍改革成效對印太海上安全之影響，進行深度討論。

On September 23, 2025, an international conference titled Strengthening Indo-Pacific Resilience in a Changing Geopolitical Landscape: South China Sea Security, Cooperation, and Strategic Prospects was held. The conference was organized by National Taiwan University, under the guidance of the Ministry of the Interior, R.O.C. (Taiwan), and co-organized by the College of Social Sciences, Department of Political Science, Ocean Center, Taiwan Social Resilience, and the Center for China Studies of National Taiwan University, as well as National Chengchi University.

Since 2022, this annual conference has been held under the guidance of the Ministry of the Interior, bringing together scholars and experts from Taiwan, the United States, Australia, India, Singapore, Japan, South Korea, the Philippines, Malaysia, and Vietnam, and has received widespread positive feedback. Building on this foundation, this year’s conference continued to provide a platform for academic exchange on key South China Sea issues.

The keynote address was delivered by Professor Andrew Erickson of the China Maritime Studies Institute at the U.S. Naval War College, titled “China’s Gray Zone Strategy of Layered Coercion in the South China Sea: Challenges and Countermeasures.” Scholars from the United States, the Philippines, Japan, Vietnam, Singapore, and Australia were invited to present and engage in discussions on legal warfare, maritime governance, and defense resilience.

A closed-door session was held on September 24, focusing on the implications of recent reforms of the People’s Liberation Army for maritime security in the Indo-Pacific.
